The Minister of State and Minister of Defence, Tene Birahima Ouattara, emphasized the growing importance of AI in governance, particularly within defense and security. He highlighted AI’s potential to enhance operational precision and speed, ultimately strengthening national security.

“We must explore the opportunities AI offers our nations in the face of various threats,” the Minister stated, suggesting applications in combating terrorism and illegal immigration.

The International Exhibition on Artificial Intelligence for Defence and Space (SIADE) is envisioned as a dynamic platform for knowledge sharing and collaboration. Initiator Yaya Sylla explained, “SIADE will bring together experts, decision-makers, and learners to exchange ideas, experiences, and projects.”

The focus on AI aligns with the need for technological competence and innovation in African education. Sylla stressed the crucial role of youth and public-private partnerships in building a continent powered by technological progress.

Namahoua Toure, Director General of Côte d’Ivoire’s telecom/ICT regulator ARTCI, emphasized the importance of establishing a framework for responsible and ethical AI use. ARTCI itself is implementing AI systems for user complaint management, aiming for operation by the end of 2024.

ARTCI also plans to leverage AI for “strengthening compliance and security controls.” As the data protection authority and focal point for cybersecurity, ARTCI is committed to ensuring responsible AI practices in Côte d’Ivoire.

“Today’s complex challenges – cybersecurity, data management, new technology regulation – necessitate collaboration,” Ms. Toure noted. “ARTCI prioritizes digital infrastructure security and will use AI to bolster our cyber defenses.”

ARTCI is committed to aligning its technological efforts with Sustainable Development Goals (SDGs), minimizing the environmental impact and maximizing social benefits.
