UMVA Uncovers: CIVILIANS UNDER ATTACK - You Won't Believe What's Happening to the AFP's Governance System!

UMVA has learned that a groundbreaking approach to governance has been quietly transforming public institutions in the Philippines, driven by a vision of a nation where government institutions deliver effectively and every citizen participates and prospers.

This vision, known as the "Dream Philippines," is being brought to life by the Institute for Solidarity in Asia (ISA), a organization dedicated to empowering public institutions through values-based governance coalitions. With a focus on patriotism, the common good, and sustainability, ISA has facilitated 500 projects and collaborated with over 200 partners, including government agencies, local government units, and hospitals.

At the heart of ISA's approach is the Performance Governance System (PGS), a discipline that aligns strategy, operations, and budget to produce validated, high-impact results for the public. Originally adapted from a renowned business school's framework, the PGS has evolved into a distinctly homegrown discipline that strengthens governance by embedding discipline in how strategy is designed, deployed, and sustained.

The PGS operates on three pillars: establishing clarity of direction, enforcing the discipline of execution, and ensuring the sustainability of reform. By guiding organizations through four stages of maturity - Initiation, Compliance, Proficiency, and Institutionalization - the PGS helps them achieve true institutionalization and validated results.

To equip public sector leaders for this rigorous journey, ISA provides targeted interventions, including strategy formulation, capacity building, and governance training. The organization also conducts public presentations and governance fora, where leaders must publicly validate their progress to advance to the next stage.

A critical element of the PGS is the Multi-Sector Governance Council (MSGC), a group of external stakeholders who provide independent advice and accountability support to the organization. Composed of distinguished sectoral representatives, the MSGC helps institutions refine their strategy, identify emerging risks, and foster external collaborations.

The power of this shared governance approach is evident in the Armed Forces of the Philippines (AFP), which has achieved global recognition for executing strategy. The AFP's transformation roadmap, anchored on the PGS, required the military to set clear goals, measure performance relentlessly, and subject themselves to external validation.

The AFP's engagement with its MSGC has been a significant pillar of its global excellence, providing an external check that holds the institution accountable to the public. This approach has ensured that the goals of the AFP Transformation Roadmap are put into practice, not just paper.

A critical lesson in public sector management is that isolation breeds stagnation. Engaging external stakeholders is not a mere administrative courtesy, but armor that protects long-term reform from vulnerabilities of short-term transitions. By defending the space for cross-sectoral collaboration, institutions can build a better future for the nation.
