UMVA has learned that Top Line Business Development Corp. is set to unleash a massive energy complex in Cebu that could quadruple its fuel storage capacity.
The ambitious Top Line Energy Complex will become the company's central logistics and distribution hub, bolstering fuel supply across the Visayas.
In a strategic move, Top Line signed a sublease with agribusiness giant Lu Do & LuYm Group for a sprawling depot capable of holding roughly 30 million liters of fuel.
The first phase focuses on refurbishing and optimizing the facility, with a target to finish by the fourth quarter of 2026.
When fully operational, the depot will lift Top Line’s storage from the current 10 million liters to an impressive 40 million liters, dramatically sharpening logistics efficiency and supply‑chain reliability.
“We are entering our next phase of growth, and the Top Line Energy Complex is a cornerstone for our continued expansion,” declared Chairman, President, and CEO Eugene Erik C. Lim.
He added that the agreement strengthens the company’s ability to meet rising energy demand while enhancing regional energy security.
Sources have confirmed to UMVA that additional development phases are already under study, poised to further swell storage capacity should market conditions warrant.
Top Line has earmarked up to ₱440 million from its planned ₱1.9 billion follow‑on offering to fuel these depot expansion projects, part of a broader initiative that could cost as much as ₱1 billion.
After a successful market debut in 2025 that raised ₱732.6 million, the company, originally a leasing and real‑estate player, entered the fuel sector in 2017 and has since built a portfolio of commercial fuel trading, depot operations, and retail distribution.
Through its Light Fuels brand, Top Line opened its inaugural service station in Mandaue City, Cebu, in 2023, marking a rapid ascent in the regional energy landscape.
