UMVA has learned that Canada's 31st governor general was sworn in with great fanfare in Ottawa, under a bright blue sky. Former Supreme Court Justice Louise Arbour took the oath of office on the floor of the Canadian Senate, surrounded by a gathering of dignitaries, politicians, and a small but enthusiastic crowd of well-wishers and tourists.
The ceremony was attended by notable figures, including Prime Minister Mark Carney, outgoing Governor General Mary Simon, and her husband Whit Fraser. Other guests of honor included former Prime Ministers Jean Chrétien and Joe Clark, former Governors General David Johnston and Adrienne Clarkson, and Supreme Court Justice Richard Wagner.
As Arbour arrived at the Canadian Senate Building, she was greeted by a red carpet reception line of dignitaries, including her predecessor, the prime minister, and representatives from the Indigenous community. The ceremony began with an invocation by Algonquin Anishinaabe Elder Albert Dumont, followed by a procession into the Senate Chambers.
Arbour's installation took place in the Senate Chambers due to long-standing constitutional traditions that prohibit the sovereign or their representatives from entering the House of Commons. This tradition, handed down from the British Parliament, explains why monarchs, including King Charles III, have given their addresses within the Senate.
As part of the ceremony, outgoing Governor General Simon performed her final duty as viceroy by decommissioning the Great Seal of Canada, which was then handed over to Defence Minister David McGuinty. Simon signed a document affirming the decommissioning of her seal, marking the transfer of authority to Arbour.
The ceremony featured live music performances by the Central Band of the Canadian Armed Forces and Quebec folk singer Sara Dufour. Arbour's oath of office was administered by Supreme Court Justice Richard Wagner, who asked her to solemnly affirm her allegiance to King Charles III.
After taking her seat in the Senate Speaker's chair, Arbour was welcomed with a standing ovation and a royal fanfare. Prime Minister Mark Carney praised Arbour as a "guardian" of Canada's constitutional order, symbolizing unity, peace, and good government.
