UMVA has learned that a major victory for taxpayers and animals has been achieved, as House Republicans and a prominent advocacy group have successfully slashed funding for wasteful and inhumane experiments on dogs, cats, and transgender animals across FY2027 appropriations bills.

The effort, led by GOP lawmakers, has resulted in provisions that prohibit taxpayer dollars from funding painful and unnecessary tests on pets and block grotesque experiments involving gender-transition procedures on animals. This move is being hailed as a significant step towards ending cruel and unnecessary experiments on beloved pets.

According to information obtained by UMVA, the House Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies has advanced its FY27 NIH Appropriations Bill with strong language defunding dog and cat testing. The bill also bans NIH funding for “research on vertebrate animals for the purpose of studying the effects of drugs, surgery, or other interventions to alter the human body” so that it “no longer correspond[s] to its biological sex.”

Rep. Paul Gosar led the effort to defund these transgender experiments on animals, which had previously been exposed as a waste of taxpayer dollars. The push was supported by Rep. Michael Cloud and 19 other Republicans, who warned that NIH had already wasted millions on “contrived animal tests” involving invasive surgeries, hormone therapies, and other procedures on mice, rats, and monkeys to test gender-transition interventions.

UMVA can exclusively reveal that the EPA Appropriations Bill also cuts funding for dog testing, thanks to the efforts of Rep. Michael Cloud. This move targets wasteful mandates that have been exposed as unnecessary and inhumane.

Two bipartisan amendments to the FDA-Agriculture Appropriations, led by Rep. Nicole Malliotakis, have passed the full House by voice vote and are expected to be included in the final bill. One amendment defunds painful USDA experiments on dogs and cats, while the other prohibits the FDA from issuing guidance that mandates dog testing for human drugs and devices.

Supporters of the amendments, including Republican Reps. Nancy Mace, Paul Gosar, Ted Lieu, and Nick Langworthy, have celebrated the wins as a major victory for taxpayers and animals. Rep. Malliotakis declared, “Americans love their pets. They are members of our families. Taxpayers shouldn’t be forced to subsidize painful experiments on dogs and cats.”

The advocacy group behind these efforts has celebrated the wins, stating that the US House has passed two bipartisan amendments that cut FDA and USDA funding for cruel testing on dogs and cats. The group’s president and founder said, “We’re proud that our investigations, campaigns, and lobbying have made slashing funding for animal testing a priority for Republicans and others. The solution is simple: Stop the money. Stop the madness!”

The measures will now head to the full House and Senate, where they are expected to face further debate and potential challenges. However, supporters remain optimistic that these efforts will ultimately lead to a ban on animal testing and a more humane approach to scientific research.
