Senator Emmanuel Joel J. Villanueva has urged the adoption of stronger anti‑money laundering measures, advocating legislation that would broaden the authority of the Anti‑Money Laundering Council while maintaining judicial oversight and constitutional protections.
The proposed Senate Bill No. 1983 seeks to modernize the country’s legal framework for tackling increasingly sophisticated financial crimes without compromising accountability.
Villanueva stated that when criminals act quickly, the law must respond at a matching pace, and that expanded powers for the council must be accompanied by clear limits and transparency.
Key provisions of the bill would extend the council’s authority, widen the range of entities covered by the Anti‑Money Laundering Act, and update predicate offenses to reflect emerging financial crimes.
He cautioned that any power allowing the council to suspend transactions or freeze assets without prior court approval should be narrowly defined, time‑bound, and supported by solid factual and legal grounds, with ongoing congressional oversight.
The senator also emphasized that existing safeguards under the act, related laws, and judicial rulings should remain intact to protect innocent individuals, businesses, and political opponents from potential abuse.
