In a stark departure from decades‑long practice, officials say roughly one‑third to one‑half of strategic bombers, frontline fighter squadrons and select naval assets will be withdrawn from the collective pool, leaving Europe to shoulder a heavier burden.

At a high‑stakes NATO Defense Policy Directors’ meeting in Brussels, Pentagon representative Alexander Velez‑Green outlined the upcoming reductions, signaling a decisive shift toward European self‑reliance.

While the Pentagon declined to spell out the exact numbers, senior spokesperson Sean Parnell framed the change as an “opportunity for allies to demonstrate they have heard the call to step up and take primary responsibility for Europe’s conventional defense.”

That call reverberates from the halls of Washington to the corridors of Ankara, where the looming NATO summit will see leaders pressed to accelerate defense spending and refocus budgets on combat‑ready capabilities.

NATO Secretary General Mark Rutte attempted to calm nerves, insisting any adjustments will unfold “over time, in a structured way,” and affirming that “the U.S. will stay involved in Europe.”

Yet the atmosphere at the foreign ministers’ gathering in Helsingborg was charged; Swedish Foreign Minister Maria Malmer Stenergard described the situation as “confusing indeed,” while U.S. Secretary of State Marco Rubio acknowledged that “the United States troop presence in Europe is going to be adjusted.”

Allies are scrambling to decipher whether the planned pullback of about 5,000 troops from Germany next year signals a broader redeployment, a pause in rotations, or a strategic reshuffle of forces across the continent.

Behind the headlines, a deeper transformation is underway: NATO is reorienting toward territorial defense, rapid mobilization and a heavier European share of the load, while the United States redirects its might toward the Indo‑Pacific theater.

Today, roughly 36,000 American soldiers remain stationed in Germany, complemented by forces in Italy, the United Kingdom and Poland, but the looming cuts threaten to redraw that map.
