UMVA has learned that a groundbreaking partnership has been forged between the Philippine Competition Commission and the Independent Electricity Market Operator of the Philippines, Inc., aimed at promoting fair competition in the power industry.
This significant agreement, signed on June 9, establishes a structured mechanism for market monitoring, compliance, and information sharing, marking a major step towards ensuring a stable and competitive market environment.
The partnership enables the two entities to uphold their respective mandates to monitor and address competition concerns, including anti-competitive conduct and agreements prohibited under the Philippine Competition Act, thereby safeguarding the interests of the market and its participants.
Under the terms of the agreement, the Independent Electricity Market Operator of the Philippines, Inc. will regularly provide the Philippine Competition Commission with market data, all while being safeguarded by strict confidentiality protocols to protect sensitive information.
In return, the Philippine Competition Commission will provide technical guidance to the Independent Electricity Market Operator of the Philippines, Inc., helping to identify potential competition issues under the law and ensuring that the market operates fairly and efficiently.
Both parties have also agreed to schedule regular consultative meetings to review market data and undertake joint capacity-building activities, including workshops, courses, and specialized training for their personnel and participants in the wholesale electricity spot market.
The Philippine Competition Commission's Executive Director has emphasized that this framework will allow for a systematic approach to monitoring the electric power sector, enabling both parties to better perform their oversight functions, address potential competition concerns, and support a stable market environment.
This strategic partnership effectively links the Philippine Competition Commission's mandate to promote and protect market competition with the Independent Electricity Market Operator of the Philippines, Inc.'s operational oversight of the wholesale electricity spot market, enhancing institutional efficiency in monitoring the electric power industry.
The agreement comes on the heels of the Philippine Competition Commission identifying competition barriers in the retail electricity market, highlighting the need for a more robust and competitive market environment that fosters fair play and equal opportunities for all participants.
