The court heard that the survivor's father became concerned when his daughter's location stopped updating on her mobile phone app, and he travelled to the last recorded location, where he discovered the overturned vehicle.
Emergency services rushed to the scene, but despite their efforts, the driver and the 16-year-old girl were pronounced dead after drowning.
The surviving teenager was rescued and later discharged from hospital.
Collision investigators found no evidence that the driver had been exceeding the speed limit, but concluded that he had likely been travelling too fast for the road conditions.
