One particularly striking photo depicted Graham walking with a child’s bubble wand. An eyewitness account reported he was holding the wand for a young girl while she used the restroom, a small gesture that nonetheless sparked conversation.
The timing of the trip coincided with the Senate’s passage of a funding bill that, according to some, inadequately addressed the needs of Immigration and Customs Enforcement. Critics pointed to the move as a reason for the continued shutdown and the Senator’s subsequent vacation.
