PAGCOR imposes stricter shutdown rules on gaming system

The Philippine Amusement and Gaming Corp. has imposed stricter post-shutdown obligations on gaming system administrators, holding them accountable for unresolved player funds even after their platforms are taken offline.

A memorandum issued on July 13 requires administrators to complete all post-operational steps within 90 days of receiving notice that their accreditation cancellation has been approved.

Online gaming platforms and electronic systems may stay accessible for up to 60 days, but only to process player fund withdrawals. After that window, all gaming-related digital assets must be removed and systems fully deactivated.

Administrators must file a sworn affidavit confirming they remain liable for unsettled player claims from their accredited operations, including those that surface after shutdown.

Within the 90-day period, they are also required to strip all agency-related materials from their offices, including logos and displayed accreditation certificates.

To recover their performance cash deposit, administrators must submit a formal request with supporting documents, including a notarized board resolution signed by a majority of directors and the original official receipt.

The Electronic Gaming Licensing Department will verify compliance and calculate final amounts before recommending a net refund to the board, deducting any outstanding obligations.

The same post-operational rules apply to business-to-business providers operating under the agency's oversight.

Game content providers with live production facilities must submit a closing inventory of gaming equipment and paraphernalia at their sites.

All machines, equipment, and related items must be exported, transferred to another provider, returned to suppliers, or destroyed.
