A quiet Saturday evening in St-Raphaël, a small community east of Quebec City, shattered with the sound of gunfire. The incident, unfolding around 6:18 p.m., began with a frantic 911 call – a report of an individual armed with a firearm.
Responding officers quickly located the individual at their home and established a secure perimeter. Attempts were immediately made to establish communication, hoping to de-escalate the potentially dangerous situation.
However, the individual refused to comply with police instructions. Emerging from the residence while still armed, they defied repeated commands, escalating the tension to a critical point.
In a moment of stark consequence, an officer discharged their firearm, striking the individual. Emergency medical personnel were swiftly dispatched to the scene, rushing the injured person to a nearby hospital.
Despite the urgent medical attention, the victim succumbed to their injuries and was pronounced dead at the hospital. The event has cast a somber shadow over the community.
An independent investigation, led by the Bureau des enquêtes indépendantes (BEI), commenced late Saturday night, around 10:20 p.m. The BEI’s role is to meticulously examine any incident resulting in serious injury or death involving police intervention.
A dedicated team of five BEI investigators, bolstered by support from the Quebec City police force, is now meticulously gathering evidence and interviewing potential witnesses. Their focus is to establish a clear and comprehensive understanding of the events that transpired.
