The trial of former Congressman David Rivera has taken a dramatic turn with testimony from Secretary of State Marco Rubio. The proceedings, unfolding in a heavily secured Miami courtroom, center around allegations that Rivera secretly lobbied U.S. officials on behalf of the Venezuelan government under Nicolás Maduro.

Rubio recounted a long-standing friendship with Rivera, dating back to their shared years in the Florida Legislature in the early 2000s. He described a period of close collaboration before their paths diverged, setting the stage for the events that now place Rivera in the center of a complex legal battle.

In 2017, Rivera urgently contacted Rubio, requesting a meeting to discuss the volatile situation in Venezuela. The following day, Rivera traveled to Washington D.C. and, during a meeting at Rubio’s home, revealed a plan orchestrated with Venezuelan media mogul Raul Gorrin to persuade Maduro to relinquish power.

Rubio admitted to initial skepticism, noting the Maduro regime was rife with deception. However, he stated he was willing to explore any possibility, however slim, that could lead to a peaceful resolution. He felt compelled to alert the White House if there was even a remote chance of success.

Following the meeting, Rubio delivered a speech on the Senate floor, carefully incorporating talking points provided by Rivera. The speech signaled a potential willingness from the U.S. to offer protection to Venezuelan insiders who actively worked to remove Maduro from office – a message designed to reassure those considering a shift in allegiance.

Rubio testified that Rivera provided key phrases intended to resonate with those within the Maduro regime, offering assurances of “no vengeance, no retribution” for those who facilitated a transition of power. This detail highlights the intricate and delicate nature of the alleged lobbying efforts.

The prosecution contends that Rivera engaged in a conspiracy to lobby on behalf of Venezuela, aiming to ease tensions with the U.S., resolve a dispute with a U.S. oil company, and lift sanctions – all without properly registering as a foreign agent. The alleged scheme involved a $50 million consulting contract.

Prosecutors allege Rivera and a co-defendant attempted to arrange meetings between Venezuelan officials, including then-Foreign Minister Delcy Rodríguez, and key figures in the White House, Congress, and Exxon Mobil. These efforts were reportedly conducted under a veil of secrecy.

Adding a layer of intrigue, prosecutors revealed the existence of a coded chat group called “MIA” – for Miami – used by the defendants to discuss their activities. Code names were employed, referring to Rubio as “Little Cuban” and Rodríguez as “The Lady in Red,” while “melons” represented millions of dollars.

The prosecution framed the case as one of “greed and betrayal,” asserting that Rivera and his co-defendant were motivated by financial gain and willing to compromise U.S. interests for a $50 million payout. They allege a deliberate attempt to secretly influence U.S. policy on behalf of the Maduro regime.

Rivera’s defense argues that his firm, Interamerican Consulting, was contracted by an American subsidiary of Venezuela’s state-owned oil company, not the Venezuelan government itself, thus negating the need for registration under the Foreign Agents Registration Act. The focus, they claim, was solely on attracting Exxon back to Venezuela.

The defense further contends that any efforts to facilitate Maduro’s removal were separate and distinct from the consulting work, undertaken in support of the Venezuelan opposition. They portray Rivera as working towards a democratic transition, not as a lobbyist for an authoritarian regime.
