During Biden’s presidency, Cognetti notably refrained from public criticism of the administration’s border policies. Instead, she emphasized the positive contributions of immigrants, even those who entered the country illegally, to the cultural and economic fabric of the nation.

In 2021, Cognetti advocated for pathways to citizenship, warning that failing to provide them could create a “national security issue.” She argued that integrating undocumented immigrants was vital to maintaining national strength and security.

Just two years later, Cognetti co-signed a letter praising Biden’s border strategies, acknowledging his efforts to “bring more order” while simultaneously expanding avenues for legal immigration. This letter expressed approval of linking border security with expanded citizenship pathways.

A spokesperson for Cognetti maintains the mayor has consistently urged Biden to prioritize border security, citing the devastating impact of fentanyl on communities like Scranton. They assert she isn’t hesitant to challenge politicians from either party when she believes they’ve erred.

The shift in Cognetti’s messaging mirrors a broader trend among Democrats, who are increasingly adopting more centrist positions on border security following perceived failures in 2024. The evolving political landscape demands a recalibration of strategy.

Her opponent, Rep. Rob Bresnahan, has seized on Cognetti’s past support for “mass amnesty,” arguing it would compromise the safety of the district. He directly links her policies to a perceived rise in crime within Scranton during her tenure as mayor.

Cognetti’s campaign vehemently disputes Bresnahan’s claims, highlighting her record of investment in local law enforcement and pointing to a decrease in violent crime under her leadership. The debate underscores the high stakes of the election.

Political analysts currently rate the race as “Lean Republican,” signaling a challenging path to victory for Cognetti. The outcome will likely hinge on her ability to navigate the complex and emotionally charged issue of border security.
