A sweeping investigation into flood control projects has revealed a stunning potential for savings: approximately 60 billion pesos locked within inflated costs of construction materials. The discovery marks what officials are calling a pivotal moment for the Department of Public Works and Highways, promising a dramatic shift in how infrastructure is funded and built.

For years, significant discrepancies in material pricing have plagued the department, a silent drain on public resources. Secretary Vivencio Dizon emphasized the urgency of addressing these imbalances, stating that lowering costs is paramount to minimizing opportunities for corruption and maximizing the impact of every peso spent.

The initial focus will be on key materials – cement, asphalt, steel, gravel, and sand – bringing their prices in line with current market values. The logic is simple, yet powerful: if the private sector can construct roads efficiently at these prices, so too can the government.

Early findings pinpointed overpricing issues in several regions, including Mimaropa, Central Luzon, and the National Capital Region. This suggests a systemic problem, rather than isolated incidents, demanding a comprehensive overhaul of procurement practices.

Beyond cost control, the department is embracing cutting-edge technology to enhance project oversight. A groundbreaking agreement with the Philippine Space Agency will leverage satellite imagery, advanced sensors, and artificial intelligence to meticulously monitor infrastructure progress.

This collaboration isn’t merely about tracking construction; it’s about fostering transparency and accountability. The Philippine Space Agency’s officer-in-charge, Gay Jane Perez, highlighted the initiative’s alignment with their core mission: utilizing space technology to drive efficiency and innovation throughout the government.

In a further demonstration of fiscal responsibility, the department has already removed 255 billion pesos worth of flood control projects from the proposed 2026 budget. This includes eliminating redundant projects and those already completed, streamlining future investments.
