The fate of a nation hung in the balance on Monday, a single vote separating the government from a snap election. But in a quiet hospital room in Edmonton, a Conservative MP lay recovering from a long-delayed surgery, unknowingly holding a crucial piece of the political puzzle.
Shannon Stubbs, the Conservative MP, was absent from the vital budget vote due to “major jaw and chin surgery” performed at Royal Alexandra Hospital. Her absence, though unforeseen, proved pivotal in allowing the minority government to narrowly pass its budget – 170 to 168.
Stubbs’ medical journey began at birth, a fight for survival as a severely premature baby. Born at just six and a half months gestation, weighing a mere two pounds, she immediately required heart surgery. A developmental issue with her jaw was identified then, but remained uncorrected for decades.
The surgery, initially scheduled for the spring, was postponed due to the recent election. Rescheduled long before the budget date was even set, it left Stubbs unable to participate in the parliamentary process. Strict bedrest and a wired-shut jaw rendered her voiceless and immobile.
The situation presented a unique challenge: remote voting apps rely on facial recognition, a technology rendered useless by her post-operative appearance. House rules strictly prohibit mail-in or proxy votes, leaving Stubbs with no avenue to cast her ballot.
Her statement made clear her opposition to the budget, labeling it a “credit card budget” and criticizing the government’s agenda. However, she acknowledged that even if present, her single vote wouldn’t have altered the outcome.
The narrow passage of the budget was further secured by abstentions from within the opposition. Two NDP MPs, Gord Johns and Lori Idlout, joined Conservative Matt Jeneroux – who had previously announced his intention to leave politics – in abstaining from the vote.
Unexpected support from the Green Party at the eleventh hour ultimately tipped the scales. Without those combined abstentions and the Green Party’s backing, the government would have fallen, plunging the country into an election campaign.
