A significant shift has occurred in US-Philippine trade, offering potential relief to exporters. A recent executive order from the United States has removed a 19% tariff on a range of Philippine agricultural products, a development poised to reshape export dynamics.

The tariff reduction extends to key Philippine exports including coconut products, bananas, pineapples, dried tropical fruits, and coffee. This change, effective November 13th at 12:01 a.m. (EST), represents a substantial opportunity for increased competitiveness in the US market.

However, realizing these benefits isn’t automatic. Philippine exporters are now urged to directly communicate with their US buyers to verify if their shipments meet the new exemption criteria.

For shipments already subjected to the 19% tariff but qualifying under the new order, refunds are potentially available. These refunds will be processed according to established US law and standard procedures overseen by US Customs and Border Protection.

Close collaboration with US importers or customs brokers is crucial. Exporters must proactively confirm the correct tariff treatment and assess eligibility for exemptions or refunds on recent deliveries.

Trade officials estimate that approximately $1 billion worth of Philippine agricultural exports will benefit from this tariff removal, based on last year’s export volumes. This builds upon previous exemptions granted to industrial goods.

Combined, these exemptions now cover roughly 46% of all Philippine exports to the US, a significant portion shielded from the previously imposed 19% reciprocal tariff. The initial imposition of this tariff by the US began in August, creating uncertainty for Philippine exporters.

This evolving trade landscape demands vigilance and proactive communication. Philippine exporters must now navigate these changes to fully capitalize on the newly available opportunities and ensure a smooth flow of goods to the US market.
