A man identified as a leader within the notorious MS-13 gang has been returned to El Salvador, concluding a years-long struggle to keep him from exploiting vulnerabilities in the U.S. immigration system. Wilmer Alexy Garcia-Manzanarez, with a history of repeated offenses and prior deportations, attempted to leverage claims of fear to remain within the country.

The saga began in 2001, when Garcia-Manzanarez was first apprehended by the U.S. Border Patrol after illegally crossing from Canada. Released into the country, he was ultimately ordered deported by an immigration judge in 2002, setting in motion a cycle of removal and re-entry.

Despite three previous deportations between 2007 and 2012, Garcia-Manzanarez repeatedly re-entered the United States illegally, escalating his criminal activity with each return. He amassed a record of offenses within the U.S., including burglary, menacing with a weapon, drunk driving, and property damage.

Adding another layer of complexity, an outstanding warrant for Garcia-Manzanarez’s arrest existed in El Salvador, and Interpol issued a Red Notice – an international request for his apprehension – in January 2020. He was wanted to face justice for alleged crimes committed in his home country.

His latest attempt to remain in the U.S. involved claiming a fear of returning to El Salvador, despite the existing warrant and his criminal past. Authorities allege this was a calculated effort to exploit the immigration system and delay his long-overdue accountability.

The final arrest occurred on February 18, 2024, in Foxboro, Massachusetts, by ICE officers. Following this, arrangements were made for his deportation, culminating in his return to El Salvador on November 3rd.

The case highlights the challenges faced in managing individuals with extensive criminal histories who repeatedly attempt to circumvent immigration laws. It underscores the complexities of balancing humanitarian concerns with the need to ensure public safety and uphold the rule of law.
