The President announced the referral of all findings from the Department of Public Works and Highways (DPWH) and the Independent Commission for Infrastructure (ICI) directly to the Ombudsman. Crucially, the evidence includes sworn testimony from a former security aide to Representative Co, retired Sgt. Orly Guteza, who provided statements during Senate hearings. His account adds a layer of personal insight to the documented financial discrepancies.

Specific violations cited in the report point to breaches of the Plunder Act, the Anti-Graft and Corrupt Practices Act, and provisions within the Revised Penal Code concerning direct bribery. These are serious legal claims with potentially severe consequences.

Former Speaker Romualdez has publicly stated his willingness to cooperate with the investigation and defend himself against any accusations. He previously denied similar allegations during a Senate hearing, maintaining his innocence.

However, Representative Co has taken a different approach, claiming he was deliberately used as a scapegoat in a larger scheme. He alleges significant budget “insertions” totaling P100 billion orchestrated by the President, Romualdez, and other Cabinet members.

Co asserts he possesses evidence – receipts and names – to support his claims, promising to reveal the truth and expose what he describes as a web of deceit. His statement dramatically shifts the narrative, introducing counter-accusations at the highest levels.
