A shadow fell over British horseracing with the severe penalties levied against jockey Dylan Kitts and John Higgins, a figure acting as an owner. An independent disciplinary panel determined they deliberately conspired to compromise the performance of the horse Hillsin during a race at Worcester on July 5, 2023, a betrayal of the sport’s core principles.

The investigation, likened in scope and complexity to a major fraud case, revealed Higgins allegedly profited by placing “lay” bets – wagering on the horse *not* to win. This scheme wasn’t a fleeting thought; it was a calculated effort to manipulate the outcome of a race for personal gain, shaking the foundations of fair play.

The British Horseracing Authority emphasized that allowing horses to compete with their full potential is a fundamental expectation. The integrity of the sport, they stated, hinges on the public’s trust – the assurance that what unfolds on the track is genuine and untainted.

Kitts initially claimed he acted under duress, alleging threats if he didn’t follow Higgins’ instructions. However, the panel dismissed this explanation, finding he had ample opportunity to refuse and failed to do so. This decision underscored the deliberate nature of the conspiracy.

Trainer Chris Honour was initially implicated but ultimately cleared of conspiracy. He was, however, penalized for providing misleading information during the post-race inquiry, a separate breach of protocol. The panel acknowledged his otherwise good record and the toll the investigation took on his well-being.

The penalties were substantial. Kitts received a nine-year disqualification, dating back to his suspension in July 2023. The panel categorized his actions as among the most serious offenses, warranting a lengthy ban. This effectively ends his career in racing.

Higgins, 79 and father-in-law to a professional footballer, was identified as the architect of the scheme. He not only conceived the plan to hinder Hillsin but also directed its execution and attempted to deflect blame onto Honour. He received a twelve-year exclusion order, retroactive to March 2024.

The BHA stressed the profound damage such actions inflict on the sport’s reputation. A breach of trust like this erodes confidence among participants, bettors, and viewers alike, threatening the very foundation upon which British racing is built.

This case marks the first time the BHA has utilized its power to obtain telephone data during an investigation, highlighting the lengths to which they went to uncover the truth. The outcome sends a resolute message: deliberate manipulation of races will not be tolerated.

Kitts has already left the racing world, while Higgins was previously barred from the sport for non-cooperation. The repercussions extend beyond the individuals involved, serving as a stark warning to anyone contemplating similar actions. The pursuit of integrity remains paramount.
