A sweeping investigation has been launched into allegations of widespread fraud within multiple state programs in Minnesota. Treasury Secretary Scott Bessent announced the inquiry Monday, promising a thorough examination of how taxpayer funds are being managed.

The investigation centers around claims that billions of dollars may have been fraudulently obtained and, disturbingly, diverted to the terrorist organization Al-Shabaab. Reports suggest a pattern of abuse within the state’s welfare systems, raising serious national security concerns.

Initial reports detailed a staggering scale of financial mismanagement, with one source claiming Minnesota taxpayers are now the largest single funding source for Al-Shabaab. The alleged scheme involves illicit funds flowing from the state, through Somali community networks, and ultimately reaching the terror group in Somalia.

A retired detective with 14 years on a federal Joint Terrorism Task Force described a complex financial network stretching from Minnesota to Seattle and across international borders. He stated the amount of money involved was “staggering,” with as much as $20 million potentially sent abroad in a single year.

A key element of the alleged fraud involves individuals receiving government benefits while simultaneously funneling money overseas. Investigators found a significant number of those sending funds were recipients of Department of Human Services assistance, prompting questions about the integrity of the system.

The Medicaid Housing Stabilization Services program is under intense scrutiny, having dramatically exceeded its projected budget. Originally estimated at $2.6 million annually, the program reportedly spent $61 million in just six months, raising red flags about potential abuse.

Recent indictments have already been handed down in connection with the Housing Stabilization Services program, with several defendants identified as members of the Somali community. This follows a larger case involving $250 million in fraud linked to an agency called Feeding Our Future.

Another alleged scheme involves a $14 million fraud related to Minnesota’s autism services program. Investigators claim parents were offered kickbacks for enrolling their children in the program, and the state was billed for unnecessary services.

Alarmingly, data suggests a disproportionately high rate of autism diagnoses among four-year-old children within the Somali community in Minnesota – a rate more than triple the state average. This anomaly is fueling concerns about fraudulent claims and the manipulation of the system.

Federal authorities emphasize that these are not isolated incidents, but rather interconnected schemes forming a “web” of fraud that has stolen billions of dollars. Each investigation, they say, is revealing another layer of this complex network and its devastating impact.

U.S. Attorney Joseph Thompson stated that the cases uncovered so far – from Feeding Our Future to Housing Stabilization Services and the autism services fraud – demonstrate a systemic problem requiring a comprehensive and aggressive response.
