The shadow of an 18-year-old’s death on a Carnival cruise ship continues to lengthen, with the possibility of charges looming for her 16-year-old stepbrother. His stepmother’s attorney revealed the FBI investigation is nearing a critical juncture, potentially leading to federal or state prosecution.

The FBI’s Miami office remains tight-lipped, offering no public confirmation of suspects or impending charges. However, court documents reveal both parents have identified the stepbrother as a person of interest, placing him squarely at the center of the investigation into Anna Kepner’s death.

Anna was discovered deceased, hidden under a bed within the shared cabin she occupied with her younger brother and stepbrother. The medical examiner has ruled her death a homicide, caused by mechanical asphyxiation, while further testing is underway to provide a complete understanding of the events.

An emergency custody hearing unfolded Friday, fueled by a pre-existing dispute between Anna’s stepmother and her ex-husband. Concerns over the 16-year-old’s well-being, and the safety of other children, prompted a temporary placement with a relative while investigators continue their work.

Testimony revealed the stepbrother had previously been diagnosed with ADHD and occasionally struggled with insomnia, for which he was prescribed medication. Witnesses stated he had reportedly skipped his medication for two nights during the cruise.

Despite the gravity of the situation, the stepmother painted a picture of a close-knit trio, describing Anna, her biological brother, and the stepbrother as “best friends,” affectionately calling them the “Three Amigos.” They had been placed in the same cabin based on advice from a travel agent.

The hearing also unearthed a disturbing incident from the past, involving the 18-year-old brother of the stepbrother. He testified to being forcibly restrained by his mother and stepfather during a heated dispute, claiming he was placed in a chokehold after attempting to exit a vehicle.

He recounted a scenario where his parents took him from school and attempted to transport him to Titusville against his will, escalating into a physical altercation. He vehemently denied claims that he tried to jump from a moving car.

The ex-husband, seeking to protect his 9-year-old daughter, initiated the emergency hearing, citing concerns about her safety under her mother’s supervision following Anna’s death. He alleged interference with previous child custody exchanges, claiming his ex-wife physically blocked him from picking up his daughter.

Ultimately, the judge ruled against an immediate emergency custody order, finding no imminent risk of harm to the younger daughter. However, a separate hearing regarding potential contempt of court charges has been scheduled for later this month, leaving the family entangled in legal uncertainty.
