A shadow of suspicion now falls upon former leaders of the Minnesota Department of Education as the scale of the “Feeding Our Future” scandal continues to unfold, coinciding with new federal scrutiny. What began as a program designed to nourish vulnerable children has spiraled into allegations of a brazen theft of over $250 million in taxpayer dollars.

Federal prosecutors allege that Feeding Our Future, a Minnesota nonprofit, wasn’t feeding kids – it was funneling funds to shell companies and individuals who indulged in a lavish lifestyle. Luxury cars, sprawling real estate, international vacations, and expensive jewelry were allegedly purchased with money intended for those in need.

The Minnesota Department of Education (MDE) was the crucial link, responsible for approving and overseeing the program. Yet, a recent audit revealed a stunning pattern of inaction and missed warnings. Despite clear signals, the department “failed to act” before the alleged fraud exploded, according to a comprehensive report by the Minnesota Legislative Auditor.

A single administrative review of Feeding Our Future’s operations was conducted in 2018. Auditors discovered MDE “did not effectively exercise its authority” to hold the organization accountable and was woefully unprepared to address the emerging issues. This lack of oversight occurred during a period of rapid growth for the organization.

Brenda Cassellius led MDE during the initial approval of Feeding Our Future and that first, critical review. She was followed by Mary Cathryn Ricker, appointed by Governor Walz, whose tenure coincided with a dramatic expansion of the program and the approval of a summer foodservice program – even after the organization lost its federal tax-exempt status.

The audit revealed a disturbing trend: MDE received at least 30 complaints about Feeding Our Future during the combined leadership of Cassellius and Ricker. Yet, the department’s response was inadequate, with complaint procedures deemed “inappropriate or of limited usefulness.”

Incredibly, MDE even asked Feeding Our Future to investigate complaints *about itself*, creating a dangerous conflict of interest. This self-regulation allowed the alleged scheme to flourish unchecked.

The financial flow to Feeding Our Future skyrocketed under Ricker’s leadership, increasing by an astonishing 2,800% between 2020 and 2021. This surge occurred despite the IRS revoking the organization’s nonprofit status, a fact MDE failed to verify before approving further funding.

Evidence suggests a pattern of intimidation as well. One vendor reported being asked to provide a kickback by Feeding Our Future, and when they refused, their contract was abruptly canceled. This chilling detail paints a picture of a program operating with impunity.

When MDE finally halted payments in 2021, Feeding Our Future responded with a lawsuit alleging racial discrimination. A judge then ruled that payments could not be stopped without definitive proof of fraud, further delaying action.

Current Education Commissioner Willie Jett II maintains that proper referrals were made to law enforcement and that the blame rests with those directly involved in the alleged fraud. He has pledged to strengthen oversight and has established new offices dedicated to inspection and legal counsel.

However, the problems extend beyond Feeding Our Future. Similar vulnerabilities were exploited in programs administered by the Department of Human Services, including a $14 million scheme targeting the state’s autism program. Asha Hassan, also charged in the Feeding Our Future case, faces federal wire fraud charges in connection with the autism program fraud.

Federal authorities are clear: this isn’t an isolated incident. These schemes – from Feeding Our Future to housing and autism services – represent a “web” of fraud that has stolen billions of taxpayer dollars, demanding a comprehensive and urgent response.
