Investigators have identified a network of individuals dubbed “smurfs” – those making numerous small contributions to circumvent campaign finance regulations. Analysis of Federal Election Commission data suggests approximately $3 million was contributed through over 95,000 separate donations linked to these individuals.

The allegations don’t stop there. Six lawmakers – Mark Kelly, Elissa Slotkin, Jason Crow, Chris Deluzio, Chrissy Houlahan, and Maggie Goodlander – are specifically named as recipients of funds potentially tied to this scheme. The implications are profound, suggesting a deliberate effort to obscure the true origins of campaign funding.

The unfolding scandal has already triggered a series of consequences. Several senior members of ActBlue reportedly resigned as investigations were launched in 2025. Experts suggest the activity constitutes fraud, money laundering, and the potential funneling of funds from foreign sources.

Citizen journalist Bob Cushman played a pivotal role, meticulously analyzing FEC data and forwarding his findings to authorities. His work, alongside the on-the-ground reporting of O’Keefe and Charlie LeDuff, painted a disturbing picture of widespread identity theft and financial manipulation.
