A sweeping federal investigation has been launched into Minnesota’s handling of billions in social service funding. The Department of Health and Human Services is demanding detailed records from Governor Tim Walz’s administration and key state entities, triggered by mounting concerns over potential misuse of taxpayer dollars.

The inquiry, initiated by Alex Adams, assistant secretary for the Administration for Children and Families, centers on whether federal safety-net funds were improperly diverted or mismanaged. A core question is whether these funds may have inadvertently supported an increase in undocumented migration into the state.

Over $8.6 billion in funding from the Administration for Children and Families flowed into Minnesota between 2019 and 2025, distributed through over a thousand federal grants. In 2025 alone, the state received over $690 million earmarked for vital safety-net programs.

HHS is requesting a comprehensive accounting of all entities receiving these funds, including names, addresses, dates of birth, and even Social Security and immigration identification numbers. This extensive data request signals the seriousness of the investigation and the breadth of the scrutiny.

The review isn’t happening in a vacuum. It follows a series of fraud investigations and disturbing allegations within Minnesota’s Department of Human Services. Reports suggest warnings about potential fraud were ignored, and whistleblowers faced retaliation for speaking out.

The investigation is particularly focused on the fallout from the “Feeding Our Future” scandal, a massive fraud scheme that saw over $250 million intended for child nutrition programs siphoned off for lavish personal expenses and real estate purchases. Dozens have been charged in connection with the scheme, many linked to nonprofits serving the Somali community.

Adding another layer to the complexity, Minnesota has experienced a significant increase in its undocumented migrant population in recent years. Data indicates a rise of roughly 40,000 individuals between 2019 and 2023, now representing approximately 2% of the state’s total population.

The federal review encompasses several major programs, including those providing assistance for low-income families, foster care, refugees, childcare, and Head Start initiatives. The scope of the investigation demonstrates a commitment to ensuring accountability across a wide range of social services.

Officials emphasize the review is about protecting American taxpayers and upholding the integrity of federal benefit programs. The goal is to determine the extent of any irregularities and ensure funds are being used as intended, serving those most in need.
