A recent government report revealed a significant number of misconduct cases within a major federal department last year: 629 employees were disciplined. This figure represents 680 separate disciplinary actions, stemming from a total of 916 breaches of conduct. The report aimed to bolster public trust by shedding light on internal accountability measures.

The vast majority of violations involved breaches of trust, highlighting a critical area of concern within the department. While the number of breaches represents an 11% decrease from the previous year, the sheer volume underscores the ongoing challenges of maintaining ethical standards. The department, employing over 43,000 people, is the largest within Canada’s core public administration.

Disciplinary actions varied in severity. In 463 cases, employees received letters of expectation or were required to undergo retraining. More serious infractions resulted in letters of reprimand or suspension for 217 individuals. Forty-seven employees faced multiple disciplinary actions, indicating repeated or complex misconduct.

The consequences for wrongdoing were substantial in some instances. Eighty employees were suspended for over ten days, and a total of 14 individuals lost their jobs. Six employees were terminated while still serving their probationary periods, demonstrating a firm stance against misconduct from the outset. No demotions were issued during the reporting period.

Unauthorized access to information emerged as the most frequent offense leading to serious penalties. Forty-seven employees received suspensions exceeding ten days for this breach, and three were dismissed during probation. This emphasizes the paramount importance of protecting sensitive data and enforcing strict access controls.

Terminations due to breach of trust were also significant, with six employees losing their positions. Four employees were fired for each of the following: unauthorized information access, showing preferential treatment, and engaging in other dishonest behaviors. The report was commissioned to detail how misconduct is addressed and to showcase the resulting outcomes.

Interestingly, firings related to unauthorized information access are at a six-year low, a trend that began after peaking in 2019/20. Other serious offenses included falsifying medical documentation, inappropriate social media posts, fraudulent benefit claims, fabricated productivity reports, and unacceptable workplace behavior.

The report’s findings offer a detailed look into the internal workings of a large government department and its commitment to accountability. It reveals the types of misconduct encountered, the range of disciplinary measures applied, and the department’s efforts to maintain integrity within its ranks.
