New York City’s incoming mayor has chosen Ramzi Kassem to serve as the city’s chief legal counsel, a decision already sparking intense scrutiny. Kassem’s past centers on a controversial career defending individuals accused of terrorism, raising questions about the direction of the city’s legal strategy.

Kassem rose to prominence as the lead counsel for Ahmed al-Darbi, who ultimately admitted guilt in connection with a 2002 al-Qaeda plot. The attack targeted a French oil tanker near Yemen, resulting in the death of a civilian and injuries to others. Al-Darbi was convicted in 2017 and later transferred to Saudi Arabia.

The connections extend further. Al-Darbi’s brother-in-law was Khalid al-Mihdhar, a hijacker aboard American Airlines Flight 77 – the plane that crashed into the Pentagon on September 11, 2001. This familial link adds another layer of complexity to Kassem’s representation of al-Darbi.

Prior to his appointment, Kassem founded a legal clinic at CUNY, offering pro bono representation to Muslim communities and other groups in New York City. The clinic has received substantial funding, exceeding $3 million, from foundations associated with progressive philanthropy.

Following al-Darbi’s transfer to Saudi Arabia, Kassem expressed hope that it would “mark the end of injustice” for his client, acknowledging the years of captivity al-Darbi had endured. He has also taken on the legal representation of other individuals described as radical Islamists.

The incoming mayor publicly expressed his delight in naming Kassem as Chief Counsel, highlighting his experience as a law professor and former senior policy advisor to the Biden administration. He also emphasized Kassem’s courtroom experience, including arguments before the Supreme Court.

The mayor stated his intention to rely on Kassem’s expertise and dedication to defending those he believes are underserved by the legal system. He envisions Kassem as a powerful advocate for marginalized New Yorkers, including veterans, patients, and immigrants.

Years before his appointment, Kassem publicly criticized the film *American Sniper*, labeling it a “racist” and “self-involved apology for jingoism.” He went further, referring to the film’s protagonist, Chris Kyle, and his fellow soldiers as “savages.”

Kassem’s journey took a pivotal turn after the events of 9/11, when he returned to the United States and felt compelled to dedicate his career to defending individuals facing legal challenges. This decision ultimately led him to represent those accused of involvement with al-Qaeda and other extremist groups.
