Toronto is bracing for a battle against its notorious gridlock, and a new figure has been brought in to lead the charge. Andrew Posluns has accepted the daunting task of becoming the city’s first chief congestion officer, a role many see as either a potential savior or a designated fall guy.

Posluns arrives with a substantial background in infrastructure and transportation, honed through years at the Canada Infrastructure Bank and Metrolinx. His experience includes directing corporate planning and policy, as well as overseeing capital projects – a critical skillset for a city perpetually under construction.

He won’t be working in isolation. Posluns will also head the newly established strategic capital coordination office, a move designed to finally synchronize the city’s sprawling network of construction projects. The goal is simple, yet incredibly complex: minimize disruption and keep Toronto moving.

The urgency is undeniable. A recent report revealed that nearly 20% of Toronto’s roads – over 1,000 kilometers – were closed for construction in a single month last year. This isn’t just an inconvenience; it’s a significant economic drain.

The cost of congestion in Ontario is staggering, reaching $56 billion annually. The Greater Toronto and Hamilton Area bears the brunt of this impact, accounting for nearly $45 billion of that total. This gridlock isn’t merely slowing commutes; it’s actively jeopardizing the province’s economic health.

The economic consequences are far-reaching, with $12.8 billion in lost productivity and a potential risk to 112,000 jobs. The situation is worsening, too, with congestion in the GTHA increasing by 37% since 2001 – more than double the rate of growth seen in other regions.

Posluns’ arrival coincides with the impending release of Toronto’s comprehensive congestion management plan this spring. The plan, overseen by his office, aims to hold contractors accountable for delays and prioritize projects that minimize traffic disruption, integrating the needs of the city’s transit system.

The weight of expectation is immense. Toronto isn’t simply hoping for smoother traffic flow; it’s counting on Posluns to deliver a tangible solution to a crisis that threatens the city’s economic future.
