President Ferdinand Marcos, Jr. has signed the P6.793-trillion national budget for the coming year, but not without a decisive move to tighten control over public funds. A significant P92 billion in unprogrammed appropriations was vetoed, a clear signal of heightened scrutiny following recent allegations of corruption within government projects.

The President’s action, formalized through Republic Act No. 12314, wasn’t simply about cutting costs; it was a statement. He emphasized the need for unwavering adherence to national priorities, ensuring every peso is spent with purpose and accountability. This veto aims to establish a new standard for fiscal responsibility.

Unprogrammed appropriations, designed for emergencies and unforeseen needs, have historically been a point of concern. Critics argue they can lack transparency, potentially opening the door to misuse. The President’s decision dramatically reduces these funds to approximately P150 billion – the lowest level since 2019 – subjecting any future releases to rigorous validation.

The cuts were far-reaching. Billions earmarked for government corporations, automotive industry support, and asset insurance were removed. A controversial P80 billion fund for infrastructure and social programs, previously flagged as vulnerable to abuse, was also eliminated. Even compensation for victims of the Marawi siege faced the veto, demonstrating the breadth of the President’s commitment.

Executive Secretary Ralph Recto revealed the details, explaining the rationale behind each decision. While some programs were entirely removed, others were scaled back, like funding for flood control projects, now limited to those supported by foreign assistance. This focused approach aims to ensure projects already underway can continue without fueling further concerns.

The remaining unprogrammed funds are now concentrated on critical areas: supporting foreign-assisted projects, modernizing the Armed Forces, and a risk management program. This strategic allocation reflects a prioritization of national security and ongoing international commitments.

The budget’s journey wasn’t without its hurdles. Delays in congressional deliberations led to a period under a reenacted budget, but the final passage allows for continued government operations and the implementation of key initiatives. The President assured that expenditures during the reenacted period would be accounted for.

Senate President Vicente Sotto III hailed the budget as the “cleanest ever,” praising the significant reduction in unprogrammed funds and the safeguards against political influence. This sentiment was echoed by House Speaker Faustino Dy III, who pledged strict congressional oversight to prevent corruption.

The largest share of the budget – P1.015 trillion – is allocated to education, a vital investment in the nation’s future. This funding will support the hiring of thousands of teachers and the construction of new classrooms, addressing a growing literacy crisis and striving to improve educational outcomes.

Despite a recent scandal, the Department of Public Works and Highways (DPWH) remains a major recipient, receiving P530.9 billion. However, this represents a substantial reduction from the initial proposal, with funding now focused solely on projects backed by foreign assistance.

Healthcare also receives a significant boost, with P448.1 billion allocated to support universal healthcare initiatives, disease surveillance, and the expansion of the healthcare workforce. This investment aims to strengthen the Philippine Health Insurance Corp. and improve access to quality medical care.

Experts believe this budget provides a foundation for stability amidst global economic uncertainty. However, they caution that the remaining unprogrammed funds must be carefully guarded to prevent wasteful spending and potential corruption. The stakes are high, and vigilance is paramount.
