As President Biden neared the end of his term, that figure dramatically increased to $25 million, a final, forceful statement regarding the illegitimacy of Maduro’s rule. Now, with Maduro ousted, the terms of that reward are being revisited.

The removal of Maduro has ignited celebrations among Venezuelans, who for years have endured a devastating humanitarian and economic crisis. Across the globe, oppressed populations – from Cuba to Burma to Iran – are echoing their calls for change, looking to a precedent set in Venezuela. Yet, within the United States, a surprising silence, even opposition, has emerged from certain corners.

Thousands were imprisoned, and credible accusations of torture and extrajudicial killings surfaced.

The crisis in Venezuela has driven nearly eight million people – a quarter of the nation’s population – to flee their homeland in search of survival. The government systematically silenced dissent, even barring the leading opposition candidate, María Corina Machado, from participating in the election after she overwhelmingly won the primary.

The international community largely recognized Maduro’s illegitimacy. Over 50 countries refused to acknowledge him as the rightful leader after he initially seized power. Organizations like the Carter Center condemned the 2024 election, stating it failed to meet basic democratic standards.

The Biden administration consistently voiced concerns about the election’s integrity, with Secretary of State Antony Blinken explicitly stating the results didn’t reflect the will of the Venezuelan people. In January 2025, the State Department formally declared Maduro had lost the election and had no legitimate claim to the presidency.

Throughout much of his presidency, Biden maintained the Trump-era sanctions against Maduro’s regime. A brief attempt at incentivizing free elections with sanctions relief failed when Maduro refused to comply, leading to their reinstatement. By January 2025, nearly 2,000 individuals aligned with Maduro faced visa restrictions.

Behind the scenes, the Biden administration reportedly even explored offering pardons to Maduro and his inner circle in a desperate attempt to secure his departure before the inauguration. Everything was on the table, but ultimately, decisive action was needed.

The original bounty, and its subsequent increase, underscored the seriousness of the situation. Beyond Maduro, rewards were also offered for the capture of key figures like Diosdado Cabello and Defense Minister Vladimir Padrino López.

The irony is palpable. Critics like Chuck Schumer once accused Trump of not doing enough to address the Venezuelan crisis, yet it was Trump’s policies – and now, the fulfillment of a reward he initiated – that ultimately led to Maduro’s removal. The outcome speaks for itself.

International bodies, including the United States, the European Union, and the United Nations, issued statements condemning the stolen election. But it was Trump’s unwavering stance, and the financial incentive he put in place, that proved to be the catalyst for change. Now, the Biden administration faces a clear obligation: a $25 million payment to the former president.
