The investigation uncovered a pattern of negligence, with licenses issued to individuals ineligible under federal regulations.
Specifically, North Carolina allegedly issued licenses to drivers whose legal status in the United States had expired, and in many cases, failed to verify their lawful presence at all. This blatant disregard for federal rules has prompted a stern warning from Transportation Secretary.
The stakes are incredibly high. Unless North Carolina immediately revokes all illegally issued licenses, the Department of Transportation will withhold nearly $50 million in crucial federal funding. The message is clear: compliance is non-negotiable.
Administrator Derek Barrs described the level of noncompliance in North Carolina as “egregious,” emphasizing the severity of the situation. The state is now facing a mandated overhaul of its CDL issuance process.
Immediate action is required. North Carolina must halt the issuance of all non-domiciled CDLs, identify every non-compliant license currently active, and either revoke or reissue them based on strict federal standards. A complete internal audit is also demanded.

The focus on CDL integrity intensified earlier this year following a tragic incident on Florida’s turnpike, where an individual with a California-issued CDL was allegedly involved in a fatal crash. This event served as a catalyst for a nationwide review.
California itself has already taken decisive action, revoking 17,000 problematic non-domiciled CDL licenses. This nationwide audit was initiated by an executive order focused on truck driver roadway safety.
