The State Department announced Saturday that the United States is dismantling its role as the primary financial backer of numerous international organizations, deeming the current system unsustainable and ineffective.
President Trump’s recent order to withdraw the U.S. from 66 international bodies isn’t simply a budget cut; it’s a fundamental challenge to decades of established global governance. The administration argues that American taxpayers have long shouldered an unfair burden, effectively underwriting a sprawling network of international bureaucracy.
Secretary of State Marco Rubio detailed the concerns in a recently published memo, describing the “international system” as overrun with opaque organizations. He pointed to overlapping mandates, duplicated efforts, and a lack of accountability as key failings.
Rubio’s assessment was stark: many organizations, once potentially useful, have devolved into inefficient bureaucracies, platforms for political agendas, or even entities actively working against U.S. interests. He contends that continued participation would represent a dereliction of national duty.
This move isn’t framed as isolationism, but rather a recalibration of American leadership. The administration insists it’s not retreating from the world stage, but rejecting a model of multilateralism it believes is fundamentally broken and no longer serves American needs.
The president’s directive, formalized in a recent memorandum, instructs all executive departments and agencies to immediately cease funding and participation in the identified organizations. This action follows a year-long comprehensive review initiated in early 2025.
That initial review, led by Secretary Rubio and the U.S. representative to the United Nations, scrutinized every international organization the U.S. supports, along with all treaties and conventions to which it’s a party. The goal was to pinpoint those that actively work against American interests.

Among the organizations targeted are U.N.-affiliated groups like the U.N. Framework Convention on Climate Change and the U.N. Entity for Gender Equality. Also included are non-U.N. entities such as the International Solar Alliance and the Global Forum on Migration and Development.
