A man identified as Luis Nino Moncada now faces federal charges after a dramatic confrontation with U.S. Border Patrol agents in Portland, Oregon. The incident, which unfolded on January 8th, involved a vehicle allegedly used as a weapon against law enforcement, leaving both Moncada and a passenger wounded by gunfire.
According to federal prosecutors, Moncada, suspected of ties to the notorious Tren de Aragua gang, repeatedly rammed a Border Patrol vehicle during a traffic stop. Agents had initially targeted the passenger, Yorlenys Zambrano-Contreras, for arrest, but Moncada’s actions quickly escalated the situation into a dangerous assault on federal officers.
The complaint details a harrowing sequence of events: Moncada allegedly reversed into an unoccupied Border Patrol vehicle with significant force, then repeatedly struck it while moving forward and backward. Fearing for the agents’ safety, one agent discharged their firearm before Moncada fled the scene.
Moncada’s entry into the United States in 2022 was reportedly unauthorized, and he had been released into the country. He already had a prior arrest record, including charges for driving under the influence and unauthorized use of a vehicle, and was under a final order of removal from the country.
Zambrano-Contreras, also in the country illegally, allegedly played a role in a Tren de Aragua prostitution ring and was previously connected to a shooting stemming from a dispute over a transaction. Authorities believe she was an active participant in the criminal enterprise.
Following the shooting, Moncada managed to park the damaged vehicle at a nearby apartment complex and called 911 for help. Witnesses reported he made disparaging remarks towards ICE agents while receiving medical attention from responding officers.
During questioning, Moncada allegedly admitted to intentionally ramming the Border Patrol vehicle in an attempt to escape. The Justice Department confirmed that no body-worn camera footage exists from the six agents involved, and attempts to locate surveillance or social media footage have been unsuccessful.
This incident occurred during a period of heightened tension surrounding immigration enforcement, coinciding with another shooting involving a federal agent and an anti-ICE protester in Minneapolis. In that separate case, Renee Nicole Good was fatally shot after allegedly attempting to strike an ICE agent with a vehicle.
