A calculated betrayal unfolded within the National Health Service, a scheme built on stolen identities and fueled by personal desperation. A public servant, entrusted with safeguarding vital funds, instead orchestrated a brazen fraud that siphoned £123,000 from the system.

The architect of this deception was Gandy, who exploited his position to create phantom employees. He didn’t conjure strangers from thin air, but instead preyed on the trust of those he knew – a friend, Matthew Lane, and his ex-wife, Kaylee Wright – using their personal details without their knowledge to fabricate roles as a ‘physician’s assistant’ and a ‘paramedic.’

Between August 2022 and December 2023, a network of false invoices flowed through the system, each one a carefully constructed lie designed to funnel taxpayer money into the hands of the conspirators. This closed-loop fraud went undetected for a time, a silent drain on resources desperately needed elsewhere.

The NHS Counter Fraud Authority eventually uncovered the scheme, recognizing the profound impact of this abuse of power, particularly during a period of immense strain on the health sector. The stolen funds, investigators determined, could have provided critical staffing – four Nursing Associates for an entire year, or two Community Paramedics, offering vital frontline care.

Confronted with the evidence, Gandy confessed fully, admitting to creating the fictitious contractors and generating the fraudulent invoices. He revealed a hidden struggle: a debilitating gambling problem that had driven him to this desperate act.

The consequences were swift and severe. Gandy received a custodial sentence of two and a half years, convicted of abusing his public position under the Fraud Act 2006. His actions were a direct violation of the trust placed in him.

Matthew Lane, complicit in the money laundering operation, received a 12-month suspended sentence and was ordered to complete 200 hours of unpaid work. Kaylee Wright, also found guilty of money laundering, was handed an 18-month community order, including a 25-day rehabilitation activity requirement.

The investigation, a collaborative effort between the NHS Counter Fraud Authority and West Mercia Police, exposed a deliberate and calculated exploitation of the NHS payment systems. It served as a stark reminder of the importance of vigilance and the severe repercussions for those who seek to profit from public funds.
