A legal battle erupted Monday as lawyers for Minneapolis and the state of Minnesota urgently pleaded with a federal judge to halt a massive immigration crackdown dubbed “Operation Metro Surge.” They argued the deployment of thousands of ICE agents constituted an “unlawful” and “unchecked invasion,” directly challenging the state’s constitutional rights.

The case centers on the sudden arrival of approximately 3,000 ICE agents in Minnesota, a move described by state attorneys as resembling “an army.” They painted a picture of a state gripped by fear, arguing the unprecedented intensity of the ICE presence had created an environment of widespread anxiety among residents.

Lindsey Middlecamp, representing Minnesota, implored the court for immediate action. “Not tomorrow. Not next week. Today,” she stated, emphasizing the urgency of a temporary restraining order to prevent further influx of ICE officers.

Adding another layer of complexity, a letter from Attorney General Pam Bondi to Minnesota Governor Tim Walz surfaced during the hearing. The letter demanded access to state voter rolls and public assistance data, framed as a means to “help bring back law and order.”

Minnesota’s legal team vehemently disputed Bondi’s claims, labeling the request “extortionate” and a “ransom note.” Judge Katherine Menendez directly questioned the Justice Department lawyer, Brantley Mayers, about the implications of the letter, wondering if the executive branch was attempting to circumvent the courts through coercion.

Justice Department lawyers staunchly defended the operation, asserting its legality and highlighting its fulfillment of President Trump’s campaign promises to increase deportations of individuals who entered the country illegally. They offered few details regarding the controversial letter.

Brian Carter, another attorney for Minnesota, described the situation as “dire,” arguing the federal government was attempting to override the state’s authority – a clear violation of the Constitution. He stressed the need for immediate relief, stating the state’s will was being bent against its own consent.

The hearing unfolded against a backdrop of escalating tensions, fueled by the recent fatal shooting of Alex Pretti, a 37-year-old ICU nurse, during a confrontation between federal immigration officers and protesters. This tragic event further intensified the sense of crisis within the state.

Judge Menendez acknowledged the gravity of the case, stating it was a top priority. However, she expressed caution about definitively determining when a legitimate law enforcement response crosses the line into a violation of the 10th Amendment, which protects state sovereignty.

The judge adjourned the hearing without issuing a ruling, leaving the fate of “Operation Metro Surge” – and the future of federal-state relations regarding immigration enforcement – hanging in the balance. She indicated she was considering both halting the entire operation or pursuing more targeted solutions.
