A disturbing pattern is emerging from Florida, one that a former CIA operative believes points to a deliberate and dangerous national security threat. Recent charges against U.S. Navy sailors reveal an alleged scheme involving “sham marriages” with Chinese citizens, raising fears of espionage and infiltration at a critical naval base.

Jacinth Bailey and Morgan Chambers, both stationed in Jacksonville, Florida, face conspiracy to commit marriage fraud charges. Court documents detail accusations that they accepted substantial sums – $45,000 and $35,000 respectively – to enter into marriages solely to secure green cards for their Chinese “spouses.” The arrangement included financial incentives for obtaining the cards and subsequent divorces.

The scheme wasn’t random. Prosecutors emphasize that the plot specifically sought to recruit members of the military, indicating a calculated effort to exploit their access and position. Bailey, assigned to the USS Dwight D. Eisenhower, even participated in a staged post-wedding party, providing photographic “evidence” for immigration applications.

This isn’t an isolated incident. In August 2024, a former Navy recruiter, Brinio Urena, pleaded guilty to a similar marriage fraud conspiracy. Just weeks prior, a Navy Reservist, Raymond Zumba, admitted to attempting to bribe a Naval Air Station Jacksonville official for fraudulent military IDs linked to individuals with ties to China.

J. Michael Waller, a former CIA operative, believes these cases are interconnected, representing a targeted intelligence operation aimed at gaining access to the U.S. Naval Air Station in Jacksonville. The marriages weren’t about love; they were about obtaining base access passes for the Chinese nationals involved.

The choice to target military personnel is particularly alarming. Waller points out that countless civilians might be tempted by a quick $50,000, but the focus on Navy personnel suggests a deliberate attempt to compromise a sensitive facility. The individuals recruited held positions crucial to national defense, including anti-submarine warfare and air defense capabilities.

Even if the intent wasn’t to steal classified information, Waller stresses the incident exposes a significant vulnerability within the Navy. The case highlights critical failures in personnel screening, training, and discipline – areas that have reportedly deteriorated in recent years and are only now beginning to recover.

Both Bailey and Chambers face up to five years in prison if convicted, but the potential consequences extend far beyond individual penalties. This alleged scheme underscores a growing concern about foreign influence and the need for heightened security measures within the U.S. military.
