A new investigation is underway in Minnesota, focusing on the integrity of voter registration and eligibility verification within its two most populous counties: Hennepin and Ramsey. This probe arrives as the state grapples with a significant taxpayer-funded welfare fraud scandal, raising broader questions about the security of public trust systems.
The scrutiny stems from concerns that vulnerabilities exploited in the welfare system could extend to election processes. Watchdogs are now intensely examining how Minnesota safeguards against noncitizen registrations and manages the practice of “vouching” – where registered voters confirm the residency of others during Election Day registration.
Public records requests, spearheaded by Restoring Integrity and Trust in Elections (RITE), have been submitted to election officials in both counties. These requests demand comprehensive data related to voter registration, list maintenance, and citizenship verification from the beginning of this year.
The focus on Hennepin and Ramsey counties is deliberate. These areas anchor the Minneapolis–St. Paul metropolitan area and have been central to the unfolding welfare fraud case, which has resulted in numerous arrests, primarily within the Somali community.
RITE’s requests specifically target records detailing communication between county and state officials regarding voter list maintenance, as well as the procedures used to confirm citizenship during registration. They also seek information on individuals who were later deemed ineligible due to non-citizenship.
A key area of inquiry centers on Minnesota’s “vouching” system. Investigators are requesting detailed records of precinct-level vouching activity, including lists of individuals who attested to the residency of others, and the forms used to document this process.
This investigation isn’t happening in isolation. Concerns about voter roll accuracy and noncitizen voting have gained national attention, fueled by cases like that of Ian Roberts, an illegal immigrant allegedly fraudulently registered to vote in Maryland while holding a high-ranking school position in Iowa.
RITE played a crucial role in compelling a Maryland county to release unredacted voter registration documents that revealed Roberts’ false claim of U.S. citizenship. While officials state Roberts did not actually vote, the incident underscored potential weaknesses in the system.
Beyond vouching, RITE is also reviewing Minnesota’s automatic voter registration system to determine its effectiveness in screening out ineligible voters. They are examining the role of ERIC, a multi-state data program, and potential breakdowns in information sharing between the Department of Motor Vehicles and election officials.
These efforts align with broader oversight initiated by House Administration Chairman Bryan Steil, who has sent similar requests to election officials in ten states, seeking details on voter roll maintenance and safeguards against noncitizen voting. The unfolding situation in Minnesota serves as a stark reminder of the need for constant vigilance in protecting the integrity of the electoral process.
