Judge Colleen Kollar-Kotelly asserted the White House dramatically exceeded its constitutional boundaries with the directive, effectively halting its implementation.
The core of the judge’s ruling centered on the fundamental principle of power distribution within the U.S. government. Kollar-Kotelly firmly stated that the Constitution reserves the authority to establish election rules for states and Congress – not the executive branch.
Specifically, the judge blocked provisions demanding documentary proof of American citizenship for both federal voter registration and absentee ballot requests.
