The initiative aims to bridge the gap between academic achievement and real-world opportunity, particularly for those who studied outside the major metropolitan areas.

Senator Joseph Victor Ejercito has introduced Senate Bill No. 1738, a measure designed to directly encourage businesses to invest in the potential of recent graduates. The core of the bill lies in a compelling incentive: a significant tax deduction for employers who choose to hire these emerging professionals.

Specifically, the bill proposes a 10% deduction from an employer’s taxable income, calculated on the starting gross salary of each newly hired graduate. This deduction, however, is capped at 10% of the employer’s overall taxable income, ensuring a balanced benefit.

To ensure accountability and prevent misuse, the bill outlines clear qualification requirements. Employers will need to provide verified documentation – official diplomas or certifications – proving the graduate’s recent completion of their studies.

The driving force behind this legislation is a desire to level the playing field. Senator Ejercito believes that graduates from provincial colleges, universities, and training centers are often unfairly disadvantaged in the job market, overlooked in favor of candidates from more prominent institutions.

The definition of a “fresh graduate” is carefully defined within the bill. It encompasses individuals who are currently unemployed and have recently completed a degree from a Commission on Higher Education-accredited tertiary institution.

The scope extends beyond traditional university degrees, also including those who have finished vocational courses from schools and training centers accredited by the Technical Education and Skills Development Authority. This broadens the potential impact, offering opportunities to a wider range of skilled individuals.

Ultimately, the bill seeks to address a fundamental imbalance. By offering tangible financial benefits, it aims to shift employer focus towards the untapped potential residing within the provinces, fostering a more equitable and robust national workforce.
