A disturbing pattern of fraud is emerging, and Michigan may be the next state in the spotlight. Following revelations of widespread abuse in Minnesota’s social service programs, questions are now turning to similar initiatives within Michigan and the oversight of Governor Gretchen Whitmer.

The case centers around Nkechy Ezeh, a Nigerian immigrant and former professor, who recently pleaded guilty to wire fraud and tax evasion. Her scheme defrauded Michigan taxpayers of over $1 million, funds specifically earmarked for the Early Learning Neighborhood Collaborative – a program designed to support disadvantaged children.

Ezeh founded and led ELNC, but the organization quietly closed its doors in 2023 amidst accusations of embezzlement totaling over $2.5 million. Her former Director of Finance and Administration, Sharon Killebrew, received a prison sentence of four and a half years for her role in the conspiracy and related tax evasion.

Nkechy Ezeh pleaded guilty to stealing more than $1 million from Michigan's Early Learning Neighborhood Collaborative, a program intended to serve poor children.

The details of Ezeh’s fraud are particularly shocking. She fabricated nearly $500,000 in invoices and created entirely fictitious daycare businesses to conceal the stolen funds. The money wasn’t used for program improvements; it financed a lavish lifestyle, including international travel to destinations like Hawaii, Liberia, and Nigeria.

What adds another layer to this story is Ezeh’s prior public profile. She was appointed to a state executive committee by Governor Whitmer and had been recognized with multiple “Woman of the Year” awards. This raises serious questions about the vetting process for such appointments.

Ironically, in a 2022 interview, Ezeh spoke passionately about the challenges of “structural racism” faced by immigrants navigating the American system. Her words now ring hollow, given the devastating impact of her actions on the very communities she claimed to champion.

The true victims of this fraud were the children the program was intended to serve. Assistant U.S. Attorney Clay Stiffler emphasized that the majority – 72 percent – were children of color living below the federal poverty line in some of Michigan’s most vulnerable neighborhoods.

Amy DeLeeuw, president of ELNC, expressed outrage at Ezeh’s betrayal. She described the theft as “brazen, all-encompassing, and unconscionable,” and noted that Ezeh has yet to make any effort to repay the stolen funds.

While Ezeh has agreed to pay $1.4 million in restitution and $400,000 in back taxes, the damage is already done. This case echoes similar concerns raised about fraud in Minnesota and California, suggesting a potentially widespread issue within government-funded social programs.
