HEALTHCARE REVOLUTION: Universal Access NOW Within Reach!

A critical challenge facing the Philippines’ ambitious Universal Health Care (UHC) Act is now being directly addressed through a powerful new alliance. The Unilab Center for Health Policy (UCHP) and the Union of Local Authorities of the Philippines (ULAP) have joined forces to dismantle the obstacles hindering UHC’s effective implementation at the grassroots level.

The partnership acknowledges a fundamental truth: national policy alone cannot guarantee equitable healthcare access. Fragmented local policies, inconsistent processes, and gaps in expertise are creating roadblocks for local government units (LGUs) striving to deliver on the promise of UHC. This collaboration aims to empower LGUs, ensuring the transfer of healthcare responsibility from the national government doesn’t result in a patchwork of uneven services.

This isn’t simply about identifying problems; it’s about forging solutions. UCHP and ULAP will launch pilot programs in select LGUs, transforming theoretical UHC principles into tangible realities. The lessons learned from these on-the-ground initiatives will directly inform national policy and serve as blueprints for wider replication.

ULAP National President and Quirino Governor Dakila Carlo “Dax” Cua emphasized the necessity of collective action. He stated that achieving UHC requires a broad coalition of support, extending far beyond government agencies, recognizing that systemic issues demand collaborative solutions.

Governor Cua highlighted the deeply rooted, structural challenges facing the healthcare system. No single entity possesses the capacity to overcome these hurdles in isolation, reinforcing the vital role of partnerships in driving meaningful change. The hope is that this collaboration will evolve, expanding beyond policy to encompass innovative service delivery models and a focused effort to reach the most vulnerable populations.

Atty. Jose Maria Ochave, Executive Director of Unilab Foundation, articulated UCHP’s role as a catalyst for progress. Their focus is on demonstrating what’s possible, providing evidence-based strategies that empower local leaders to realize their vision for healthier communities. Ultimately, he believes the power to effect lasting change resides with local governments.

UCHP’s work is deeply rooted in research and practical support. A recent study revealed a significant portion of local health budgets is consumed by personnel costs, leaving limited resources for essential health programs. This finding was praised by the Department of Budget and Management as a valuable tool for optimizing local resource allocation.

This commitment to practical application is further exemplified by UCHP’s partnership with Ormoc City. Together, they are developing and implementing a UHC-aligned primary care framework specifically designed for geographically isolated and disadvantaged communities, bringing quality healthcare closer to those who need it most.
