A heated debate erupted in Lewiston, Maine, this Tuesday as the city council voted 5-2 to pass an emergency ordinance restricting cooperation between city employees and federal immigration authorities. The decision followed a passionate public comment period, dominated by starkly contrasting viewpoints on safety and community responsibility.

Former City Councilor Tim Gallant delivered a particularly forceful argument against the measure. He questioned the council’s focus, asking whether the needs of a small segment of the population were being prioritized over the concerns of the vast majority of residents.

Gallant pointed to a striking statistic: a period of zero gunshot incidents coinciding with the presence of Immigration and Customs Enforcement (ICE) in the city. He challenged the mayor, suggesting that this demonstrable improvement in public safety was being dismissed as irrelevant.

The ordinance directly prohibits city employees, including law enforcement, from actively assisting ICE. Supporters argued it was a necessary step to reassure a fearful community, recalling a time when residents were afraid to attend church services.

Matt Kershaw, a Marine veteran, framed the ordinance as an act of “reverse federalism,” a local assertion of control in the face of perceived federal inaction. He believed the city had a right to protect its citizens until a more comprehensive solution emerged.

The new ordinance mirrors a state law with similar restrictions, but that law won’t be enacted until summer. This emergency measure is intended to bridge the gap, providing immediate protection while the state law takes effect.

Gallant argued that the council should prioritize public safety and reconsider inviting ICE back into the city. He questioned the logic of individuals concealing themselves if they had not violated immigration laws, implying a connection between undocumented status and a perceived threat.

The ordinance went into effect immediately upon passage, but its lifespan is limited to 60 days. The city council will revisit the issue at their next meeting, deciding whether to make the restrictions permanent, continuing a debate that has deeply divided the community.
