A wave of brazen thefts targeting vital infrastructure has led to arrests and a continuing search for a fourth suspect in Halton Region. For over a year, communication lines across Milton and Halton Hills were systematically crippled as thieves stripped valuable copper wire, leaving communities vulnerable and disrupting essential services.
In 2025 alone, police documented over 40 incidents of this dangerous crime. The thieves didn’t simply steal; they severed telecommunication cables, creating a public safety hazard while dismantling the network for personal profit. The stolen copper was then sold, fueling a black market trade.
Early this year, a dedicated team within the Halton Regional Police Service launched a focused investigation, determined to dismantle the network responsible. Dubbed the 1 District Project Team, they began piecing together evidence, identifying key players and tracking the flow of stolen materials.
The investigation gained momentum on January 30th, when officers responded to a late-night report of a theft in progress near Canyon Road and Campbell Avenue in Milton. Two suspects were apprehended at the scene, marking a critical breakthrough in the case.
The following day, search warrants were executed at two vehicles and residences in Guelph and Erin. Investigators seized a trove of evidence, including tools used in the thefts, significant quantities of copper wire, and electronic devices believed to contain crucial information about the operation.
A third suspect was taken into custody during the execution of these warrants, further tightening the net around the criminal enterprise. The evidence collected painted a picture of a sophisticated operation driven by profit and disregard for public safety.
Brendan Boyd, 36, of Guelph, now faces nine charges, including multiple counts related to possession of stolen property and methamphetamine possession. Benjamin Moffatt, 43, also of Guelph, has been charged with theft. Dawna Mitchell, 36, of Erin, is facing charges mirroring those against Boyd, related to stolen property and a violation of a release order.
Despite these arrests, the investigation remains active. Police are actively searching for Christopher Lennon, 29, of Halton Hills, who is wanted on charges related to possession and trafficking of stolen property. His capture is considered vital to fully resolving the case.
