A U.S. Air Force staff sergeant and his husband are facing federal charges in a stunning case of alleged betrayal and greed. Prosecutors claim they masterminded a multi-year scheme to pilfer millions of dollars in government funds, transforming taxpayer money into a life of extraordinary luxury.
Staff Sergeant Richard Stefon Ramroop, 35, and Manuel George Madrid, 32, have been indicted on twelve counts, including conspiracy to commit theft, wire fraud, and money laundering. The alleged fraud unfolded between 2022 and 2025, centered around Ramroop’s position within the pharmacy at Davis-Monthan Air Force Base in Tucson, Arizona.
The indictment details a calculated operation to fraudulently acquire thousands of medical devices using government resources. Instead of supporting vital defense operations, these supplies were allegedly diverted and resold for personal profit, funneling the illicit gains into accounts controlled by the couple.
Over three years, more than $11 million flowed into those accounts through wire transfers and deposits. The government, meanwhile, suffered losses exceeding $3 million – funds desperately needed for national security and defense initiatives.
The couple didn’t simply hoard the money; they built a lavish lifestyle fueled by stolen funds. Their purchases paint a picture of extravagance and disregard for the source of their wealth.
At the heart of their spending spree was a million-dollar mansion nestled in Tucson’s exclusive mountain neighborhood. This opulent residence became a symbol of their alleged deception.
The garage reflected the same extravagance, housing a collection of high-end vehicles. These included a 2024 Porsche Cayenne, a 2024 BMW i7, a 2025 Ford F-150 Raptor, and a 2025 Mini Cooper S Convertible.
The acquisitions didn’t stop there. A 2025 Jeep Wrangler Rubicon, a 2026 BMW Alpina XB7, and a 2026 Cadillac Escalade Sport Platinum further solidified their image of wealth and excess.
Federal authorities are resolute in their condemnation of the alleged actions. One prosecutor stated that the defendants “stole millions in taxpayer dollars…to bankroll a lavish lifestyle,” diverting resources from their intended purpose.
Investigators emphasized the breach of trust inherent in the case. Military personnel are entrusted with significant public funds, and abusing that trust is a serious offense with far-reaching consequences.
The investigation was a collaborative effort between multiple federal agencies, highlighting the commitment to holding those accountable who exploit their positions for personal gain. Every dollar stolen, officials stressed, is a dollar taken from the security of the nation.
