A significant shift in how England supports students with Special Educational Needs and Disabilities (SEND) is on the horizon, with the government promising detailed reforms in a forthcoming White Paper.

The Education Secretary has directly addressed growing anxieties, firmly stating that effective SEND support will not be diminished under the new system. This reassurance comes amidst concerns raised by parents, charities, and Members of Parliament regarding potential cuts to vital services.

The current SEND system is facing immense pressure, with councils projected to spend nearly £15 billion this year – a staggering increase of £10 billion over the last decade. This escalating cost has fueled the need for a comprehensive overhaul.

Beyond SEND, the government is also tackling broader educational inequalities. Plans are underway to allocate disadvantage funding based on household income, rather than solely relying on free school meal eligibility, aiming to direct more resources to schools supporting the most vulnerable children.

A renewed focus on attendance is also central to the reforms, with a goal to reclaim 20 million lost school days annually by the end of the decade. This initiative underscores the importance of consistent learning for all students.

Teachers and school staff will also benefit from a long-overdue increase in maternity pay, the first in over 25 years, acknowledging the vital role educators play and supporting their families.

The Education Secretary acknowledged past shortcomings, stating that too many children have been underserved by a rigid, one-size-fits-all approach, particularly those from disadvantaged backgrounds or with additional needs. The proposed changes aim to dismantle these barriers and create a more equitable learning environment.

The White Paper, expected to be released soon, will provide a complete outline of these ambitious reforms, offering a detailed roadmap for the future of SEND provision and broader educational equity in England.
