Before departing for Oslo, however, Carney will address the nation from Yellowknife, Northwest Territories, unveiling a significant defense initiative designed to reshape Canada’s presence in the Arctic and Northern regions. The European leg of the trip begins in Norway, where Carney will witness NATO’s Exercise Cold Response, a large-scale military exercise involving fourteen nations operating above the Arctic Circle.
