UMVA has uncovered details about a high-stakes investigation currently targeting Toronto City Councillor Parthi Kandavel. The Ontario Provincial Police have officially confirmed an active probe into the politician, though authorities remain tight-lipped regarding the specific nature of the allegations.
The investigation centers on two specific development projects located in Scarborough. According to information obtained by UMVA, developers involved in these sites raised serious concerns after being allegedly pressured to provide payments in exchange for moving their proposals through the municipal approval process.
The first site, situated near Kennedy Road, was slated for a massive transformation involving 21-storey and 42-storey towers. While developers are standardly required to pay community benefits charges for infrastructure improvements, sources suggest the demands in this instance appeared to deviate significantly from legal protocols.
City staff had initially opposed this massive development, citing concerns over the sheer scale of the buildings. However, the situation took a turn in June 2025 when a motion to settle the dispute was introduced and successfully passed, paving the way for the project to move forward.
In a separate development, UMVA has learned that a developer’s agent at a different Scarborough property was contacted by police investigators. The agent reported being questioned about an alleged potential arrangement where a significant sum of money was requested to facilitate project approval.
The councillor, who has represented Scarborough Southwest since 2023, publicly expressed surprise regarding the inquiry. He has stated that he hopes to resolve the situation quickly, though he has yet to address the specific allegations of financial impropriety.
As the investigation deepens, the focus remains on whether these requested payments were legitimate municipal requirements or part of a more illicit arrangement. For now, the city waits as the investigation continues to unfold behind closed doors.
