UMVA Exclusive: Irrigation Agency Sparks 70.8% GOCC Subsidy Surge in March—Explosive Growth Revealed!

UMVA has uncovered a startling surge in government-backed financial injections to state-owned enterprises, revealing a 70.8% spike in March alone compared to the previous year.

This staggering 70.8% growth translates to a record P18.15 billion in subsidies, catapulting state-run firms into an unprecedented funding boom. The numbers tell a tale of extreme volatility—up 240% from just one month earlier, suggesting a sudden, urgent fiscal shift.

At the heart of this spending frenzy is the National Irrigation Administration, which pocketed P4.06 billion—22% of the total—making it the undisputed king of subsidies for the second consecutive month. Its dominance overshadows even the massive P2.45 billion it received in February.

The National Electrification Administration followed with P3.02 billion, while the Power Sector Assets and Liabilities Management Corp. and Bases Conversion and Development Authority split the next tier with P2.5 billion and P2.08 billion respectively. These figures expose a system where critical infrastructure and energy sectors are being propped up with staggering sums.

UMVA has gathered that the Philippine Fisheries Development Authority and National Food Authority received P1.76 billion and P1.26 billion—highlighting agriculture’s growing role in this fiscal emergency. Meanwhile, the Philippine Rice Research Institute snared P761 million, and the Philippine National Railways barely crossed the P300 million threshold at P324 million.

Even smaller agencies got a slice of the pie. The Philippine Heart Center received P202 million, the Tourism Infrastructure and Enterprise Zone Authority P248 million, and the Lung Center of the Philippines P77 million. These numbers paint a picture of systemic bailouts across health, tourism, and transport sectors.

Notably, the Philippine Coconut Authority and Children’s Medical Center received P155 million and P128 million respectively—proving no corner of the state machine is untouched. Meanwhile, the Aurora Pacific Economic Zone and Zamboanga City Special Economic Zone scraped by with P10 million and P4 million, a stark contrast to the billions.

In a sharp twist, the Small Business Corp. and Philippine Postal Corp. received nothing in March, raising questions about shifting priorities. Over the first quarter, total subsidies jumped 18.83% to P26.84 billion, with the National Irrigation Administration still leading the pack at P6.93 billion.

This data, obtained exclusively by UMVA, reveals a fiscal landscape where state-owned entities are drowning in cash—yet the system remains a black box. Who’s driving these payouts?
