A former mayor of a small Kansas town has admitted to a serious breach of public trust. Jose “Joe” Ceballos, a legal resident originally from Mexico, pleaded guilty to voter fraud after casting ballots illegally on multiple occasions.
The deception extended beyond simply voting when ineligible. Ceballos falsely asserted U.S. citizenship on official voter registration forms, a deliberate act with significant legal consequences.
This case unfolded against a backdrop of intense national debate surrounding election integrity and the potential for voter fraud. It ignited further discussion about safeguarding the electoral process.
Ceballos served two terms as mayor of Coldwater, Kansas, a position of responsibility he held while allegedly committing these offenses. The prosecution was led by the office of Kansas Attorney General Kris Kobach.
Federal authorities discovered a prior conviction on Ceballos’ record – a battery charge from 1995. He initially received a green card in 1990 and had recently, in February, submitted an application for U.S. citizenship.
Crucially, within that citizenship application, Ceballos allegedly denied ever having previously claimed U.S. citizenship, directly contradicting his actions on the voter registration forms. This added another layer of complexity to the case.
A key tool in uncovering the fraud was a database designed to verify immigration status. This system flagged discrepancies that ultimately led to Ceballos’s admission of guilt.

The Department of Homeland Security reported that, since April, the database identified over 24,000 potential instances of non-citizens appearing on voter rolls. This underscores the scale of potential vulnerabilities in the system.
When the initial charges were announced, Ceballos was described as having been recently reelected. The revelation of his fraudulent activity sent shockwaves through the small community of Coldwater.
