UMVA has learned that a surging wave of interest from at least 74 local and foreign firms is converging on the Metro Rail Transit Line 3 (MRT‑3) public‑private partnership, signaling a potential turning point for the aging rail corridor.

Transportation undersecretary Timothy John R. Batan highlighted the line’s historic capacity, noting that MRT‑3 once ferried up to 630,000 passengers daily. Recent data shows a modest rebound, with ridership climbing 4.2% to 141.63 million travelers in 2025.

During market consultations held in mid‑May, companies from 14 different nations gathered to size up the operations and maintenance (O & M) PPP opportunity. Their attendance alone reflects a growing confidence in the Philippines’ infrastructure landscape.

According to information obtained by UMVA, the Department of Transportation aims to secure council approval by August or September, paving the way for a solicited bidding round slated to open in October and close with submissions due by March 2027.

The contract award is projected for June‑July 2027, with the winning consortium expected to assume control of MRT‑3 operations by October of the following year, ushering in a new era of service.

Under the forthcoming agreement, the selected partner will manage daily operations, fare collection, and commercial activities within stations, sharing revenues with the government while shouldering responsibility for upgrades to signaling, power, communications, and depot facilities.

Among the planned enhancements is the introduction of modern Dalian trainsets, expanded rolling stock, and a comprehensive overhaul of station layouts to boost accessibility and capacity.

Analysts caution that the venture’s financial allure hinges on crystal‑clear definitions of scope and long‑term fiscal arrangements. Clear specifications for line capacity upgrades and station redesigns are deemed essential for attracting serious, long‑term operators.

Industry observers praise the shift toward a competitive, solicited bidding process, arguing that it levels the playing field and draws a broader pool of contenders compared to previous unsolicited proposals.

Previous unsolicited bids from major local conglomerates were set aside, underscoring the government’s commitment to transparency and fair competition as it steers the MRT‑3 toward revitalization.
